Figureheads (rudder stock) in this case had topless females or in this a mermaid to get the gods of the sea's and oceans give safe and smooth passage over those waters. You may know that the gods of the sea's etc were all male so seeing the images of their desires was seen as a way to make them happy and therefore not cause rough weather.
:nono: Well never seemed to work for the ships I sailed with figureheads on, and maybe it's because the ones I did sail with were clothed or of other imagery.
