On April 13th The European Court of Human Rights ruled that Russia failed to protect the hostages of the Beslan school siege in which about 330 people died in 2004.
In the siege, Chechen rebels took more than 1,000 hostages, mostly children. The operation by Russian forces to end it used disproportionate force, the court added.
It also said that officials knew an attack was imminent but did not act.

2017

April 14th. Hannah Bladon, a 20-year-old religion, theology and archaeology student in Israel on an exchange program from the University of Birmingham was fatally injured and died in an ambulance en route to Hadassah Medical Center. She had been returning from volunteering in an Israel Antiquities Authority archaeological excavation in the Western Wall Tunnel, and was standing next to the attacker after giving up her seat for a woman with a baby.

On the 15th April the 16th Century stately home and Grade 1 listed Parnham House in Beaminster, Dorset was severely damaged by an overnight fire. Fire crews were sent to scene following reports of the blaze.
Photographs shared on social media showed the Elizabethan building well alight.

April 16th More than 600 Charlie Chaplin lookalikes paid tribute to The Tramp Sunday on what would have been the silent film star's 128th birthday. They gathered at the British comic's former house at Corsier-sur-Vevey in Switzerland overlooking Lake Geneva.

On April 17th a plane crashed outside a supermarket in Portugal. Amateur footage captured the moments after a small Swiss-registered plane crashed near a Lidl supermarket, killing five people.
Portuguese media say the victims were the pilot, three passengers and a lorry driver, whose vehicle was hit when the aircraft came down in Tires, just west of the capital Lisbon.

April 18th. Theresa May stunned Westminster by demanding a snap general election on 8 June that she hoped would turn her party’s clear lead in the opinion polls into a healthy parliamentary majority and secure her Conservative vision for Brexit.

April 20th. One policeman was killed and another was critically injured after a man opened fire at police officers at the Champs-Élysées in central Paris. The gunman was killed while attempting to escape, and a bystander injured. ISIL claims responsibility for the attack although the claim is doubted.

Two Harvard University researchers announced today, 21st April, that they have found a second parchment manuscript copy of the Declaration of Independence in a tiny records office in southern England.
The only other parchment copy is maintained by the National Archives in Washington, D.C., researchers Emily Sneff and Danielle Allen said in a statement.

April 22nd. ‘Happy Days’ actress Erin Moran dies at 56. The former child star who played Joanie Cunningham in the sitcoms “Happy Days” and “Joanie Loves Chachi” was found dead after a call to 911.

French voters rejected the two political parties that dominated France’s post-World War II political life, pitting an anti-immigrant firebrand against an unconventional centrist in a presidential election that could determine the future of the European Union and France’s place in the world.

April 27th. Armed officers have arrested a man in connection with preparing a terror attack just yards from Downing Street.
Police say the 27-year-old was carrying a rucksack containing several knives, which are being examined by forensic officers.
The suspect was known to police prior to his arrest, according to Sky sources.
Roads were locked down as officers carried out the arrest - pushing the man to the ground before holding him at the scene.
No one was injured in the incident, and Whitehall has since reopened northbound.
