That's right Dave, but I don't think you'd need a second person to have a very long arm to take such a picture and then photoshop out what you don't need. The explanation either way evolves around photoshop unless.........

I had forgotten I had seen your puzzle yesterday, Dave.
1. Headless
2. Trousers *
3. Wurst
* I guessed at the first two but had help from Mr 'G' with the third one. However, I then checked the first two the same way and I see the actual headline is 'his undies'. However, I prefer my answer as I wonder what the cops were doing having his trousers down. Then again, how would I know what Aussie cops get up to?

All correct, boatbuilder, here are the actual headlines without question marks. When I looked for headlines in 'Images' some of them were X rated, I didn't dare use them here. The 'Sun' and 'Star' are the worst.

It’s a Pallas’ Cat (from Steppes of Central Asia) - I think I heard somewhere (not last night!) that because they’re on the “danger” list, conservationists in the UK (Scottish Zoological?) are monitoring(?)/involved in this work.
