Oh, I am sure there are many answers, least of all cost. But having seen this story about a rig being towed all the way from China to the UK, you have to ask the question as so many rigs have been built locally in the past. Why?

One reason it may not be able to be built at Lowestoft is because it looks too big to be built on the old extension and the water may also be too shallow,but of coarse that doesn't stop it being built at some other yard.
I would put some of the blame on Margaret Thatcher,. She made it known that we couldn't back lame duck industries wherever it is the cheapest to buy it then buy it. consequently so much of our industries went to the wall.
